GPS Review for Garmin, Magellan, and Tomtom

i know the unit is yours once you buy it… but how much do you have to pay a month to use the GPS feature? how much do you pay to use other features?
i’m thinking of getting one for my hubby for his b-day, but i don’t want to get him something we’re going to have to dump money into every month!

I’m considering buying a Garmin c340 navigation system, as I will be spending a lot of time tooling around the Austin area, which I am not terribly familiar with. How well does this unit work? Is there a better unit for a comperable price? And as far a GPS technology is concerned, do the roadways stay updated, as far as recognizing newly constructed roads, or roads that are closed? It seems like Austin is constantly undergoing road construction, and I would hate for my purchase to be out-of-date in a matter of months due to a web of new roads being constructed. Any way to keep it updated?

I got a Garmin nuvi 650 for Christmas and it is great but the battery died on it and I am trying to recharge it from the USB cable. It doesn’t have a battery indicator light and I don’t know when it is fully charged. Can I damage the battery by not charging it to capacity? This is my first GPS so any information you can give me would be greatly appreciated.
